5 October 2008 - national numbering expansion
Existing subscriber numbers were expanded by a digit on 5 October 2008. In Hanoi and Ho Chi Minh City, existing 7-digit subscriber numbers became 8-digit format, while in other regions existing 6-digit subscriber numbers became 7-digit. Permissive use of old format numbers was allowed until 1 November 2008 (or for some regions and carriers, the mandatory use of new format was introduced as early as 26 October 2008).
The extra digit was prepended to the subscriber number portion (after any area code). In the following table, "a" represents a single-digit area code (Hanoi, Ho Chi Minh), "aa" a 2-digit area code, "aaa" a 3-digit area code:

A few regions were annexed into Hanoi's +84 4 area code by 1 November 2008:
- Ha Tay - the previous area code +84 34 was replaced with +84 4 and subscriber numbers were prepended with an extra digit based on carrier.
- Me Linh area of Vinh Phuc province - +84 211 was replaced with +84 4. Existing VNPT subscriber numbers of form +84 211 5xxxxx became +84 4 352xxxxx (digit '2' inserted after the '5'; new leading digit '3' for carrier VNPT). Existing VNPT subscriber numbers of form +84 211 8xxxxx became +84 4 381xxxxx (digit '1' inserted after the '8'; new leading digit '3' for carrier VNPT).
- Luong Son area of Hoa Binh province - +84 218 was replaced with +84 4. Carrier digit then digit '9' were prepended to existing subscriber numbers; for example, VNPT carrier numbers of form +84 4 820xxxxx or +84 4 821xxxxx became +84 4 39820xxxxx or +84 4 39821xxxxx respectively.
Other areas of Vinh Phuc and Hoa Binh provinces retained the existing area codes; their subscriber numbers were subject to the added carrier digit under the general national renumbering.
For some area codes, no expansion of subscriber numbers was indicated for October 2008 and are indicated as such in the following table.
